The Philippines was the first ASEAN member state to grant Emergency Use Authorization for Bharat Biotech's Covaxin, and India remains one of the largest suppliers of pharmaceutical products to the Philippines, accounting for roughly 12 % of its total pharma imports. In July 2024, both governments signed MOAs for six Quick Impact Projects worth USD 300,000, explicitly including a Healthcare component. People ties run deep too: over 1,000 Filipino professionals have been trained in India under the government-funded ITEC programme, and — tellingly — around 8,800 Indian students are currently enrolled in Philippine universities, the majority studying medicine.
